Why do ships have such low potency?
An example would be sun fac, his ship is supposed to inflict target lock when attacking out of turn but whenever he does it gets resisted around 75% of the time.

@Vertigo that also irritates me. My Biggs can never ever land a target lock on the opposing Biggs, but he can always on me. It's like your own tenacity is always 0. And Biggs actually has some potency (less than his tenacity, but still non-0). The only target lock that is truly reliable is the guaranteed one from Bistan (or presumably Vader).
