Why do ships have such low potency?
An example would be sun fac, his ship is supposed to inflict target lock when attacking out of turn but whenever he does it gets resisted around 75% of the time.

Yeah, my Sun Fac never lands his target lock, and other target locks get resisted enough to become unreliable unless it's a guranteed debuff.
Tarkin capital ship will never truly be most effective until there is some way to boost potency, at least fro future empire ships.
