Why doesn’t ship energy count towards our personal daily raid tickets count?

Because the refresh would go away and you wouldn't use rubies. It's part of the game, it's simple, it's an easy way to get players to refresh. Adding ship energy to count would throw the balance off. Once you tweak one area you have to tweak another. In this case they would raise the required amount each day and then we would be back where we started.
