Why extremely rare event
To push you to buy now ? To let people who have full rebels teams get something that makes them feel special for awhile? I personally would have preferred if an empire team would have been the key...

Those with solely rebels will now have to start farming empire/sith toons to go with their new emporer toon, where as if you have already built up your empire toons you have to start farming rebels.
Either way you have to start farming a faction you might not already have, unless you already have both lol
