Perhaps the issue is that, as it works now, Dodge is a complete whiff on the part of the attacker, which I think should only be allowed in the case of a special ability like Foresight. For "normal" dodges, it would perhaps be better if a portion of the damage still went in, so the attack only suffered reduced effectiveness. A 50% damage reduction would probably be fair; characters would still definitely benefit from evasion, but attackers could still whittle away at them, and a defender in the red could still be KO'd after a successful dodge due to the sheer damage output.
