Why is evasion so strong in this game?

26/100 are not running evasion lead in my top 100. That's 74% evasion lead. Like I am not complaining saying it's op. But dang it it's freaking annoying. I want a dang counter leadership. Grevious re...

and teebo's bring low (unavoidable special) can be dodged...
