Helping the rebellion is not the same as being a rebel. He was definitely a rebellion sympathiser but hid away from it until it came to him in the form of Anakin's son (destiny?). He never got close enough or involved enough to be considered rebel though.
He was still part of the rebellion before he died.
He rescued a friend from the Empire. He did that with no rebellion help and no rebellion members. He didn't even see Leia before he died, so at no point during that 'mission' did he even come into contact with rebellion personel.
but by accepting the MISSION (as you stated), he committed himself to the Rebellion cause rom that moment on. And its not like he didn't know who Leia was, and was friends with her adopted Father.
Honestly I don't care about if he gets the tag or not. I feel pretty good that I will beat the Palp event (once I get Luke and STH to 7*...3 more days).
I put mission in quotes because it's never referred to in the film as a 'mission'. He didn't do it for the rebellion and he never 'committed himself to the rebellion' - he did it for his friend and to face his 'destiny' with Vader.
In any case, there's no indication of what time in the film the in-game character is based. It could even be Old Ben before he even left Tattooine or saw Leia's message. Like someone else said, helping the rebellion does not make you a rebel.
