Why isn't Executor permanently in the Journey Guide?

Exactly as asked in the title. Why? Executor's been around for going on four years. Chimaera and Millennium Falcon are all permanent, as are most of the other events in the final Journey Guide tier. ...

seems unlikely 

it currently takes about two years to get Executor to 7 stars if you are not paying crystals

having it available once each day changes that to less than a month
