Why no individual vet packs for jtr event?

Noticed today they didn't add veteran han and chewie packs in the store despite adding luke, Leia, sth, and old Ben packs for cls event. With the community already heated over the sith raid and the nerfes I dont understand why they wouldn't add these packs for the community, as if the vets weren't already extremely hard farms. I seen the pack for 50 shards each for 40$ cdn but what 8f you only need shards for 1 vet what a waste of money, I think they should have added individual packs as they did for cls event. Anyone else agree or am I just whining lol
