Why Only Five Toons to Unlock "Commander Luke" ?!

Simple question, this: Why only five toons to unlock "Commander Luke" ?!?
It was announced yesterday that, in order to unlock the next OP, meta-changing, answer to all previous leaderships, you'll lose your arena-rank without him, super-toon (aka "Commander Luke"), SWGoH-players will need to have five very specific toons, all at 7-Stars. Those five toons are (Farmboy) Luke Skywalker, Old Ben, Princess Leia, R2-D2, and Stormtrooper Han Solo. Based on what I've read, watched, and heard, the toons selected are Luke's allies in 'A New Hope'.
This checks-out.
But, based on this very concept, wouldn't it then make sense to include Biggs Darklighter, Wedge Antilles, (Raid) Han Solo, and even Clone Wars Chewie (considering that these were also Luke's allies) ?!?
Limiting the required "unlock-squad" to exactly five toons necessitates players to scramble, with next to no time, to unlock characters that were either previously ignored and/or unattainable for a number of reasons.
I personally have all the toons needed, at 7-Stars, with a decent Gear-level, excluding one (Old Ben). For me, it will doubtless be "easier" to achieve the goal of getting all five to 7-Stars. But, for the majority of SWGoH-players, this becomes impossible (not "challenging").
Like most people, I've had Wedge and Biggs at 7-Stars for quite some time. Why not include these two, widely used and unlocked toons, to the list? Surely it would allow more participation from the free-to-play people, at the very least, wouldn't it?
Although I also have (Raid) Han Solo at 7-Stars, many beginners do not. So, I can sort of see why he is excluded. And, while I think the "Clone Wars" identifier on Chewie is nonsense, it is, nevertheless, there, so I can at least understand the argument against his inclusion.
I'm left to conclude, therefore, that, by excluding Wedge and Biggs, EA has once again given a big you, to all but the largest real-world money-spenders (aka "the whales"), from EA, to the rest of us.
So... thanks EA, for, once again, us, the majority of SWGoH-players, who don't have the cash to give you as our sacraficial-offering!.. you .... kudos!
