The system was made with only two sources in mind, so it makes sense to keep it that way. The other option would be a total overhaul, which is just a whole lot of unnecessary work. And hey, we might get a ship raid with tickets earned by ship energy somewhere down the road.

They didnt want to reinvent the wheel on the raid ticket counts for daily/guild limit/raids. They also didnt want to force more time.in game having to burn more energy
I would also imagine that they want to keep it so people need to refresh to hit your 600. - They already said in the release the option was keep it at 600 and have it not count or go to 900 and make it a forced thing which they did not want.
- I wouldnt mind 900 cap.

Except the said if it was a 900 cap they would up the tickets.required to start a raid proportionally.- The real reason is it would cut down on refresh buys. The increase to 900 would be to reincentivize refresh purchases.
