Why ship energy isn't earning raid tickets?
Looks like an oversight or maybe there's another purpose for it in the future?

TBH I suspect they know that spending crystals on ship energy refreshes won't be a popular thing, at least at first at least. The value of such crystals spent is a bit low considering the rewards are more or less on par with dark/light side hard modes, but the energy costs twice as much.
Raising the bar and forcing everyone to use a bit more crystals for energy refreshes isn't such a great thing to do, and I'm glad they aren't doing that for awhile.
