General Kenobi has an interesting leadership ability, part of it is that when a Jedi ally uses a team heal all other allies with maximum health are called to assist. Does Ahsoka's Protective Manuever call any assists? She is a Jedi and this attack does heal the whole team...

As long as her target is above 50% Health she will heal. I haven't tested it yet, but I'm curious about the mechanics of it. For example, if Ashoka heals someone to full health, does the person still assist or are the "full health characters" chosen before the heal goes off?

Yes all others will assist the one that heals will not assist.

Have you tested it with the initial question about with GK as lead?
