I'm pretty sure that CLS was deliberately designed to reduce rading time. He was introduced around the same time as TB was.
If people didn't farm Old Ben, farmboy etc. this time around, it's their own choice not to prepair for the CLS event. First time around it was pretty obvious, that farmboy would be needed. Also the requirements were announced well ahead of the event.
