Definitely not tarkin, instead use Shoretrooper/Baze/STH/GK. You need a Tank.

None of those toons have a chance to remove 90 percent of the other teams TM across the board.

I like the way you think, but I'm just a little worried with a lack of a dispel. Empire works best when you can target people easily. How many Baze/Shore does your shard have? And what about fast yodas? Chirrut, Yoda, Rex would be your main concerns if they're faster than Vader. After that, if they have a very slow auto-taunter, and you're just taking away TM over and over again, after you've AOE'd you have to use your basic attacks and you won't be able to remove the taunt, you'll just keep taking away TM from the taunting character.
