They could release a ship event with requirements similiar to that of the Zeta challenge. But have stages of it where you use different capitol ships too. This would probably just create a bigger gap but it would definitely be a good incentive to upgrade your fleet.
That I'd be ok with especially if they gave us a heads up early on for those slacking on their ships.
But honestly. I think farming Zetas as they are now is just fine.
