But on topic:
They just introduced that zeta package for you. All you have to do is buy Mother Talzin packs to 7* her. And then you get your guaranteed monthly zetas. I would assume they also offer Wicket packs at some stage again. There's your second monthly source.
Plus there is also an indirect way of buying zetas that existed for ages. If you buy ship packs you can invest all your fleet tokens to buy zetas. That alone should guarantee you more than the ten zeta materials you suggest even if you are in the worst payout rank for fleet. If you are halfway competitive in flleet it can easily be one full zeta ability per month.

I really don't see the need to add just another boring pay-to-win package.
I would however have another suggestion to reduce those unfortunate zeta runs a very selected few might experience which would also help FTP players.They might consider making the drop rate chance dependent on past success. Like everytime you come up empty the success chance for a drop goes up by 5%-points up to say a 75% maximum chance. Once you get a drop it resets to the base probability. They could then use a lower base probability to have the overall payout roughly the same. Overall the amount of zetas should stay the same with such a mechanism but the extremely unlucky (and lucky) outcomes would be reduced.
