243 speed Veers going before 270 speed Starck in Conquest? Veers lead

Question

First turn is with 316 speed Piett, and I use Imperial Ambition, putting the Inevitable Failure on Starck. But then Veers goes for some reason, and messes up my turn order. And the real kicker is, this only happens in Conquest. I don't have any data disks on that affect speed or turn meter, so why is this happening? I will provide more info if needed

You're sure you don't have Leader's Resolve?What discs do you have? Anything that would buff Veers? What stamina on each?

What about discs that grant buffs of any kind? They gain TM from buffs too when Veers is lead, so maybe he gains a buff that Starck doesn't?
