depends on your goals. she is good but the AI leaves a lot to be desired. - If you use Fulcrum, yes. You really want Meditate and Wirlwind to be on the same cooldown, otherwise after the first you'll have to wait an extra turn before being able to Meditate if you want to follow with Wirlwind. The "can't evade" is a big boost, and 50% less armor is icing.
- It is absolutely necessary if you are using her at high-level arena. The 50% armor penetration makes an enormous difference. Can't evade is essential with all the foresight out there now with JTR and BB8. Lastly, reducing the CD now lines up Whirlwind to be used immediately after Meditate, which greatly increases the AI use of her.
