Also worth pointing out that soldier gets a ludicrous amount of turns and while he doesn't hit quite as hard as the brute, you can use his special to call the brute to assist. You want to max out his crit chance (85% on his character sheet, he gets an extra 15% from his unique) so that he's gaining 25% TM every time he shoots.
Other than that, though, yes, it's normal to see lots of tiny hits. GBA is mostly there for support and Poggle is just an ability block factory with a cleanse.

If Brute’s stats scale with GBA’s stats, shouldn’t they hit for the same?

The brute's stats go up as GBA's go up, yes, but they don't have the same stats. It works similarly to ships; increasing a pilot's power increases their ship's overall stats, but putting more speed on your pilot, for instance, won't make the ship faster.

"a lot" really doesn't describe it. Next to Finn's stacked attack, I'm pretty sure Spy's Silent Strike is the highest damage attack in the game.

It's similar mechanics to Vader's Culling Blade or Boba Fett's wrist rocket, where it dispels effects and does damage based on that count.

Oof, yeah. In situations like this where it dispels effects, is it always a guaranteed crit? Is that why I mod Geo spy for crit damage? Also, I think Boba can get pretty close, but the removing of Geo spys own effects adds greatly to the damage.
