Can you tell me the best characters to farm?

Phoenix aren't necessarily required for Palpatine but you may as well use them as you'll want to get them.

They do consist of two Jedi which leaves 3 more for Yoda to get, which ones I'm not sure, probably Old Ben is one though.

Empire for R2, which is where Thrawn and Palp come in. That leaves 3 more, Vader will be one whom you'll just get from achievements and once or twice per century in the fleet store.

The list could go on for some time but the common answer you'll get is Phoenix to start with, then Empire then I think First Order then whoever you need for Mary Sue and CLS.

I would suggest this particular order:
1. Phoenix. Keep sabine on farm forever. Get their ships too.
2. 3 non-vader empire units (u will rely on phoenix for ep and thrawn). Suggest one of them be tarkin and another be RG. Keep vader on farm and if u get him to 7* first, u can skip over the 3rd imp. This is for r2 and your next arena team.
3. KRU and 4 other FO. Will recommend FOTP be in the mix. This is for bb-8. Farm simultaneously with the cls toons.
4. Boba and a couple of scoundrels. U just need to get some credits from the heist. Dont invest too much in them other than boba and STH (u'll get him from #3 above)
5. Wiggs. Biggs is easy to get thru GW where the tokens generally dont get u much impt toons. Wedge, just get him and his ship to at least 5 stars. Keep bistan and his ship on farm. The alternative is cassian's uwing. Also level ackbar slightly. U need this for chimaera and 5* is enough for a long while.
6. Jtr toons. U'll get 2 more scoundrels thru this and they can do the last tier of credit heist at just 2*. Hence i said dont waste your time on the other scoundrels.

This is the fastest route imo to getting cls and jtr, along with key toons like thrawn ep and chimaera. Nobody cares about yoda, u can get him later when u get 7* kenobi and one other jedi since thru the steps above, u'll have 7* ezra kanan and old ben already.

What goals do you currently have? Where are you looking to focus or improve?

There are very few characters that can "do it all" and even then some things require specific characters.

Phoenix is the closest to a "do-it-all" squad u will find.

They can unlock 2 Legendaries (EP & Thrawn), they auto GW, all 6 r pilots for 2 ships that have good synergy and both of their ships r required to unlock Thrawn's capital ship.

At the beginning of the game, I would say you want to farm Phoenix squad (Hera, Ezra, Kanan, Zeb, Chopper, and Sabine) They are a solid squad that can get you through the early parts of the game, through GW, and are required for 2 legendary events (Palpatine and Thrawn.)

Past that, I would say Scoundrals (Boba Fett, IG-88, Stormtrooper Han, Lando, Cad Bane, etc.) due to their use in credit heists. Credits are argueably more important than crystals early, so credit heist is incredibly important.

After that, I would look up the required units for the legendary events that Phoenix can't complete (Yoda, R2-D2, BB-8, Commander Luke Skywalker, Jedi Training Rey) and build teams for those events.
