From the Tenacity/Potency formula that was code mined, we can see that there is a level delta component. I would not be surprised if this component was present in other formulas like Evasion for example. In your particular example, you'd need Zeb to be max level as his debuffs are key to winning the event. The rest maybe not as important unless you need to hit level 82 for an Omega or something.
