Charaters levels affects damage mitigation based on the behind the scenes armor/resistance stats.
Level also affects agi/str/tac which depending on character affects crit chance, defense, offense and health. How much it affects these I am not sure.
Gear and abilities are the biggest factors and you have to have max level to have max gear and abilities
