They both kick in at same time: at start of battle (wihich is after mods are taken into stats).
As with mods, bonuses in the same bracket are calulated:
* the % ones are added as percentages and then calculated obtaining a rounded linear bonus
* the + ones are added to the base and the calculated linear obtained from % ones
With your data:
From Rex unique: 310 * 0.12 = 37.2 (rounded to +37)
From Shaak Ti lead: +35
So a total of 310 +37 +35 = 382
You've chosen to add the independent values at the same time, but you were careful to solve for Rex's Unique bonus on the base BEFORE or INDEPENDENT of adding Shaak's bonus to it.
You can add Rex's bonus first and then Shaak's and get the right speed. But if you add Shaak's first and then Rex's, you'll get the wrong speed as things apparently stand. A new game element could come along eliminating the current prohibitive/priority: "At the outset of battle, add the Leader's bonus to allies before all other considerations."
In short, you must perform the multiplication (find the contribution of Rex's unique) before adding Shaak's bonus. Seen this way, Rex's Unique predominates Shaak's Lead.
