Echo Omega upgrade is random for no reason??

So question:

Echos basic attack Omega upgrade is-
"This attack deals 15% more damage if echo has *critical damage up*.

I'm super confused since *none of the clone squad members 'give' allies critical damage up* right? Well, and then +15% damage isn't really even like anything special either. Pretty negligible really. Why didn't they just do a flat out +15% damage for the Omega udgrade. This seems really really really stupid and I almost think it's like a purposeful Nerf against echo. The ONLY thing that would make any sense at all in this scenario is if Shaak TI's Training Excersise ability ("target ally assists. If they are a clone they gain +20% critical damage til end of combat"). Now am I just stupid and not getting that *this* is the expected strategy to use echos Omega? Because Shaak TI's aforementioned attack DOES give the clone ally "critical damage *up*" - in 'essense'. But the wording is not the same as echos wording. They only get +20% critical damage as opposed to gaining a BUFF which would be 'critical damage UP, 20%' which is what I'm understanding is the requisite clause for initiating echos 15% damage bonus. There's no buff involved with Shaak TI's ability, get what I'm saying. The clone simply has his critical damage stat increased by 20% for the battle.

Am I an idiot or does this upgrade for echo rank an 11 on the useless-sh*t-o-meter?

Please clarify. If Shaak ti isn't meant to activate his bonus damage, I'm sure they're gonna make a toon who IS supposed to activate him down the road but til then it's dumb AF. That's all I gotta say... Thanks!
