Dont forget that mods use base gear level stats, so g12 gear wont be affected by mods and since most of his hp comes from g12 gear hp mods will be pretty weak on him
80% is roughly cap on hp gain from mods and his base hp is around 22k so mods can only give you up to 17.6k bonus hp roughly giving you 62k hp and 23k prot(85k total) but if you lose 32% hp for 48% prot you get 56k hp and 34k prot(90k total) which might mean a little less dmg(if dmg is based off hp) but overall more tanky and more balanced healing from b1 and prot healing seems to make teams much stronger than hp healing plus going full hp makes him way to susceptible to percent dmg like expose or chewy
though these numbers might change with rework and he might even get an immune to percent hp dmg passive
