First this ultimate's loop proked only at Rey's AI matches(or I did not figure out Kylo's were bugged as well). And not sure, but seems like this proked against everything but Kylo Now I encountered ...

It is not a bug, nor is it only under AI. Kylo and his team build charge even when he is in his ultimate stance.
You will need to take out his team and that will slow him building charge.
It is not a endless cycle or infinite loop, it just needs to be handled with a little strategy.
