Not much, but definitely some, especially if you get the contract quickly.
The trick is, the tenacity increase resets while the tenacity down does not. So if IG-88 has crit 3 times since his contract activated, and Nihilus takes a turn, he may go from +270% tenacity to -30% tenacity. It exists. That is literally all Target Lock does.
However, certain characters have a passive effect against units with Target Lock. While Imperial Probe Droid is on the field, enemies with Target Lock has -25% Evasion and can't gain buffs. While IG-88 is on the field, enemies with Target Lock cannot recover health or protection. But I can see Bossk lead with IG-88, Boba Fett, Greedo, Vesa. Being great in phase 1 of the Sith Raid.

The 10% reduction stacks the whole encounter, the 50% stacks until the end of the boss's turn. It could work, but you'd have to not die for a while, which is also difficult given that Ig88 has approximately like 4hp and maybe 6 protection. You can probably get it up to like 7 with god mods.- its a debuff, so no. it will not pass the potency/tenacity check.

- I’m interested in seeing IG-88 -10 tenacity on critical hits might help. If it was fast enough. Maybe a droid team under IG-88 lead, Jawa engineer, BB8, hermit yoda, (IG-86, or R2D2, or Greedo.)

You can debuff the bosses though. Just have to time it right.

valid point, but chance to resist will always be 15%. so yes as pointed out, it may get your chances from once a turn up to 2 or possibly 3 turns, after his turn where you can land a debuff... its a start.
