- Only against specific characters such as CLS who can have massive tenacity is that much potency worthwhile.

Debuff will always land except there is always 15% base chance to resist.
And then if tenacity is higher then potency
of attacker has 0% chance to land a debuff

Yes, it's incorrect.
Tenacity minus potency equals resist chance(can not be lower the 15%)
So Yoda has a 75% tenacity, while FOTP has 50% potency, Yoda has a 25% chance to resists debuffs from FOTP.- Absolutely not. Over 100% potency is preferable to debuff reliant characters. In the end your adjusted potency after calculations will always be lower than 100%
If you can be over 100% over their tenacity that would be even better, but that’s realistically impossible. 115% potency is 100% debuff land rate after the first roll if the enemy has 0 tenacity.

There is always a 15% chance to resist. so going up to 100% is a waste unless you are facing a toon with 85% tenacity, which is rare outside of raids. unless a skill says "cannot be resisted" there is no 100% land rate.- CreepiooNew SpectatorThere is always 15% chance to resist no matter what
- I had time when my Palp had more than 100% potency. When he was a leader he couldnt stun anyone. Even Rebels. I had to lower his potency and the same fights were with stuns. I have no idea what to think about this case. Potency was to high?

No. No matter how high your potency is, enemies ALWAYS have 15% resist chance (unless an ability specifically says it's unresistable like Thrawn's fracture.) You just got really unlucky.- Unless you're Tarkin, yes
