Hoda, GMY, and Shaak are all quite fast, and faster than Thrawn without taking mods into account. This means, that all else being equal, you can get your Hoda (or one of the other two) faster than your opponent's Thrawn (or whoever, though Thrawn will cause the most problems for JKL) pretty easily. Having a faster base speed typically equates to a faster effective in-match speed as well.
For a practical example, GMY's unmodded speed is quite a bit faster than BSF's, so it's easy to get him faster than an opposing BSF, allowing you to throw up tenacity up before she goes, making mirror matches easier.
