Old Ben "Mind Trick" - attack or no?

Mind Trick: Inflict Ability Block on all enemies for 1 turn and Offense Down for 2 turns, with an 80% chance to remove 60% Turn Meter. Jedi and Rebel allies gain 3% Turn Meter for each effect Resisted. This attack can't be Evaded.

So is this an attack, or no? At the moment, it acts like neither. If it IS an attack, then characters with Retribution should counter attack; if it is NOT, then under an AA, someone should assist. But neither of these happen. No one counters, no one assists.

Oh my, I found an inconsistency here. I just beat the BB8 event using a Phasma lead (worked better for me than KRU lead *shrug*) - Whenever an ally attacks, they have a 20% chance to call a random ally to Assist. This chance is tripled if the attacking ally is First Order. If that ally had Advantage, they regain it for 2 turns. First Order allies gain Advantage for 2 turns at the start of each encounter, can't be Critically Hit while they have Advantage, and gain 20% Potency.
I used KRU's ability Halt - Dispel all buffs on target enemy and Stun them for 2 turns. Kylo recovers 10% Health and gains Taunt for 1 turn. This attack can't be Evaded or Resisted. Do you know what happened? ANOTHER ALLY ASSISTED! KRU applied a negative status effect but dealt no damage, yet it still called an assist!

That's not an inconsistency. You already demonstrated that debuff inflicting abilities are considered attacks. Under a Phasma lead, assists occur when an ally uses an attack ability. This is in contrast to an Ackbar lead, where assists occur when a non-attack ability is used. KRU will never call a rebel to assist if he uses Halt under an Ackbar lead, but he will under Phasma.
