Read carefully. He isn’t Fractured until step four, but the new buff is already active by then. Here’s what happens to taunting Ben:
1. Ben receives special damage four times. All of his buffs, including taunt, are present.
2. All of Ben’s buffs, including taunt, are removed. IMPORTANT: Taunt is reapplied instantly and is present again going into steps three and four.
3. Ben loses 50% turn meter.
4. Ben is Fractured, and as of this moment, cannot gain any new buffs in addition to the taunt that is already present.
Thrawn dispels his taunt before inflicting Fracture in step four. The application of Fracture in step four does not include a second dispel to clear any new buffs that automatically appeared after step two.
The dispel in step two doesn’t prevent new buffs from appearing. The Fracture in step four doesn’t dispel existing buffs. Ben’s zeta very carefully works around these two rules. That’s what it was designed to do.
