It definitely appears to be evaluating each one. The number of times not applied appears much higher than normal resistance against other toons or JTR with no zeta.
At 11 tests, there is only a 0.362797056% chance for it not to have procced ANY of those times. Since there is 0 cases where all 4 are applied, your tests give a 99.6% probability that it runs the check individually instead of all at once, and doesn't apply to debuffs further down the chain.
