If you purely want a Rebel them, then
Cantina: Luke,
Cantina Sp: HRS
Arena: ST Han
GW: Biggs
reason I choose ST Han over AA is that Han is really useful in Raid. He does good turn meter reduction which gives HRS more shots, since he is fastest among them. Once you have ST Han, then you should surely go for Ackbar, as his dispel power will make the rebels more stronger.
