Ship upgrade achievements
I have been stuck on 198/200 for months now. I have activated several new ships and have done several upgrades and the 198 never moves. In game help is useless. Anyone else have this issue?

- So this achievement is specifically referencing increasing the star count of ships. "Upgrade" for ships is the same as "Promote" for characters.
