Simple Solution to Event Farming
Just put the event characters in the shard shop. So for Thrawn, put phoenix in the shard shop for a week. For R2, put a selection of Empire characters in the shard shop. etc...

Or anticipate what will be needed and farm accordingly.
For Luke, we had a flash event a couple months ago that required 5* Luke with the promise that a new Luke was coming that would require the old Luke.
The next update gave a clue that Luke would be joined by old friends. Well, it is pretty obvious who helped Luke along the way and all of them were easy farms except R2.
Perhaps you should lament that you didn't plan better and ignored the clues rather than complaining about accessibility of shards.
