Yeah, the Consular definitely needs something, but I don't really know what. It might be as simple as adjusting his stats so he does more damage or has more HP so he'll heal better. Mechanically I can see a reason to take him over Luminara, though it doesn't work often enough to be reliable: His basic will reduce the cooldown on his heal, so potentially he can heal more frequently. But it requires a lot of luck to get him to be called as an assist often enough for that effect to trigger.
