I think Zetas should stare difficult to get. It takes weeks to Zeta a single ability, which is great because it means that not every team can just run the insanely strong Zeta leads. Arena would get incredibly annoying if everything below rank 1000 was a Zeta Maul or Qui Gon, with only the very top being the triple-cleanse, Thrawn, etc.
