Why does enemy BB-8 go before me?

Rex: 1.000 : 380 = 2,62
BB8: 1.000 - 40% = 600
600 : 240 = 2,5
So BB8 only needs 2,5x his speed to get to full turn meter where Rex need 2,62 = BB8 is faster
