I personally went ahead and put a Zeta on his unique.
Reason being that he is quite squishy and in arena, there isn't time to build up is potency from his basic.
Getting his defense up as quickly as possible is crucial which is why I have been running him with Zader. Once Vader gets off his Force Choke, it is guaranteed tankiness for Tarkin until Vader gets taken out.
It isn't necessary no, but in arena, Empire needs all the help they can get.
I don't have the right toons maxed to try running Tarkin as a leader yet but I would agree that his leader Zeta is more or less useless.
Now that it's been some time, are you regretting zeta on his unique? I have a zeta and not sure who to put it on. I run zader lead with a fast zid who normally opens first and DoTs everyone.
I'm leaning towards tarkin, which would then give me a comp of zader, zid, zavage, zarkin and palpatine...
I should note that I have a resistance team with zFinn, so was thinking of even putting zeta on Rey, but not sure that's a good idea.
