Even if you manage to get thru Tier 3 of Jar Jar with lady luck granting favorable RNG attacks - no possible way to get past Maul in Tier 4 even if CG fixes the low stacks of shield.
Maul deathmarks Jar Jar at the start -- and on first attack instant kills JJ . . . Game over.
There's a bug in T4 for many people. Jar Jar is supposed to have +1000% evasion when shield generator is active, but he is not able to evade any of Maul's attacks. As soon as Maul does an AOE, Jar Jar dies and it ends the turn.
Attached screenshot shows Jar Jar getting decimated even though shield generator is active.
If anyone else has this issue, I was able to get around it by installing PC game and playing T4 there.
I didn't notice Maul instakilling anyone. If you use plasma shield 3 times, you should be able to kill him.
