Steps: How can we find the bug ourselves? I check speeds on Nightsister team today and can see their fastest is asajj at 241 speed. Plus 30 from her lead leaves her at 271 speed my Colonel stark has 279 speed and 20 more from general veers leadership totalling 299 yet when I fight the battle asajj goes first. I have been seeing this happen for a while and it is now becoming frustrating and has cost me battles against a team I should easily beat if the speeds are correct.

This is working as intended. Asajj Ventress's unique ability "Rampage" grants her +15 speed for each enemy with no buffs.
If you are using Shoretrooper on your Troopers team, he starts with taunt, so he won't grant her any speed, but the other 4 members of the team will grant her a total of +60, making her speed 331 in your example. If you aren't using Shoretroooer this will increase to +75 for a total speed of 346.
