Any answer on this? According to the game code mechanics, the bonus turns of Wat and Han both set their Turn Meter to 100% which is normally supposed to be a coin flip as to which one goes first. The mechanics for Wat's zeta unique Mass Manufacture though seem to indicate he is supposed to go before anyone else that starts the battle at 100% Turn Meter. Either way, Han seems to always go first over Wat whether it is supposed to be random between the two or whether Wat is supposed to go before him.
Since they started adding more true bonus turns that weren't just 100% tm gain, it seems the coin flip thing doesn't necessarily work. There have been many reports of Padme vd. Malak and some of Han vs. Han that seem to indicate the enemy always goes first with tied bonus turns.
