Bug or Change for Capital Ship packs (executor, leviathan, and profundity)

When you unlock and complete the event in your first month, you can do the bonus mission up to 20 times from what my understanding is. In the store there's also 10 shard packs that are supposed to appear that cost 1250 crystals but they're not showing up on the unlock day, so you can only take the ship to 6 stars max. Is this a bug or a new change where it will not appear the first month?
