Can GLs gain fear?

Today I was testing SEE with my Sith Empire team against a Rey, and somehow she gained fear, I suppose this is a bug, cause I checked all GLs zetas and there wasn't anything related to that

Wild they have her ultimate but not that zeta. It does count as a stun effect, not sure what "special paralysis" is, Maybe just the source "stun" is coming from.

Assume anything that causes you to miss a turn, is a stun effect.

Any debuff/buff that puts focus on a toon (besides smokescreen,) like marked, taunt, etc are taunt effects.
