Cassian omicron not triggering in TB

I'm doing the combat mission in Kafrene in Territory Battles and Cassian's omicron does not seem to trigger so he didn't get the ability to go into disguise to start off the battle. Last TB, I've heard someone mention that this happened to them, but I didn't see it (triggered for me last time), but I'm seeing it now. All allies are Rogue One as you can see from the screenshot -- not to mention, this is the same squad I've used for the past many months and it has always triggered.

I'm on iOS 17.5.1 on an iPhone 13 Pro Max.

See screenshots of my Rogue One roster which shows the omicron is present and the start of the TB battle with Cassian without him having the disguise ability presented to him at the start of battle.

    It's also worth noting that in previous TBs, when I attempted this, we had all platoons filled. This time, we only have 2/6 filled so that could be the root of the problem. There's nothing stating that having less than 100% platoons filled would disable the omicron though so this seems like a legit bug.

    The problem is the stun from the platoons. Because it will randomly stun a enemy at the start and if it is Cassian you are boned

      I didn't pay attention to see if anyone was stunned to start, but the omicron states "At the start of battle, if all allies are Rogue One, Cassian Andor takes a bonus turn..." so you would think he'd go first before anything happens (similar to Han). But even if that were the case, definitely still needs to be looked into since I don't think that was intended? -- an omicron shouldn't be nullified because of a platoon.
