Did you use LSBs to get the stars on some of them? I've heard of issues of those making it look like they don't count. Restarting doesn't help? Did you try clearing the cache?

I didnt use any LSB, all of them were done by the anniversary LST. I restarted multiple times, havent cleared the cache though. Will try and report

Clearing the cache unfortunately didnt fix the issue

You have to already have CLS unlocked, that LST doesn’t unlock him it only levels him up.

Which OP can't do because it won't let them start the journey...
