EA_Gunner no it is not. the Kit reveal itself says this:
- Does Malevolent Whirlwind dispel twice?
- Yes. The order of operations is: Dispel -> Dispel -> Total Damage Bonus -> Deal Damage -> Deal Damage
AKA dispel foresight, dispel again, gain damage bonus then attack twice

That is exactly what it is doing. The code matches up with that perfectly. The thing is, an evade is decided before any ability text runs. This means that because the foresight was on when the move began it will be evaded.
