Effects of "Ruthless Debilitation" and "Critical Debuffs" not counting for feats

I have 2 separate accounts, one has the "Ruthless Debilitation" disk equipped the other has both "Ruthless Debilitation" and "Critical Debuffs" equipped

I've found that the debuffs triggered by these data disks are not counting towards the respective feats (Armor Shred in S3, S1 CD down or the global CC Down).

Given these are brand new disks in conquest that had feats directly tied to the effects from these disks, this behavior seems odd.  Are these effects from these disks supposed to count towards the feats?  If not, then the disk should clearly state that they do not count towards the feats
