Force stop the game and all Google Play Services.
Clear the cache of your Google Play Services & Google Play Games.
Try to restart the game.

Try the following workaround:
- Sign out of Google Play.
- Load the game as a guest account.
- You might need to complete the onboarding tutorial.
- Once completed, go to settings > connect > Import account
- Use your email address and complete account owner verification.
- It should reboot the game and load your account.
